power management

Jeg har en HP tx2590 med en AMD Turion-X2 ZM-80. Jeg forsøger at gøre den lidt mere økonomisk hvad angår strømforbrug. 
Jeg har installeret powernow-k8.

Er powernow-k8 ikke noget som kan styre cpu-forbruget og dermed strømforbruget? 
Jeg har tilsyneladende ikke noget "power management" installeret.
Hvad kan jeg gøre? Og hvad er "throttling control"?
