No, KBabel in KDE 3.1 compiles the database only if the system 
supports 
Berkeley Database II. 

In KDE 3.1.1 KBabel uses Berkeley Database IV - typically distributed 
with 
most of the distributions (I assume Red Hat too). 

Solutions: use KDE 3.1.1 packages or compile your own copy of KBabel, 
but you 
need to find db2 and db2-devel packages for RH 9.
